(If you're wondering what it could be, it's a Sonic Robo Blast 2 Character Wad, so I could play as Rainbow Dash in Sonic Robo Blast 2.)
Note though that I noticed the dots are also on top of the sprites, so I would like to note you that I am not the first wanting to make this into a SRB2 Char Wad.
(Unless you gave permission, somepony stole these sprites, made them into a Character Wad, and gave it out.
Here is a YouTube video somepony made of the Wad, and somepony else commented saying "I'm surprised to see someone made a video of the wad I made a few months back!".

So I'll probably use the other one.
I just basically said, it should be ok, as long as they don't say they MADE the sprites, and they give credit to where they found them.
